  Permanent Secretary for Fiji Public Service Commission Mr. Parmesh Chand,

  Officers and Officials of Batch 2013 CELAP Training Program,

  Bula vinaka and good afternoon!

  First of all, welcome you all to the Chinese Embassy in Fiji, and congratulations on your completion of the two-week training program at the China Executive Leadership Academy of Pudong (CELAP). As we were updated by CELAP, the training was a success, so, Ladies and Gentlemen, you deserve a round of applause.

  The CELAP training program for developing countries was designed on the notion that developing countries are in dire need of professional public service that lives up to the requirement of modern and scientific concept on, and qualified executive skills for good administration and governance.

  There is no universal pathway for national development; each country has to choose its own way in accordance with its own national condition. Yet, there are common applied practices, which are useful, effective and workable.

  China has gained rich experiences, lessons and setbacks both learned, in public administration over past 64 years. We are willing to share our experiences with other developing countries with a view to helping those countries in their socio-economic development.

  According to the arrangement between our two sides, more batches of senior Fiji public servants will participate in the CELAP Program, a total of 300 persons. We wish to see that they come back satisfied and that their stay in China is worthwhile.

  Ladies and Gentlemen,

  China-Fiji relations are sound and strong. We see training cooperation as an important area of in-depth cooperation in the overall relationship. The Chinese Embassy in Fiji is ready to work with the Fiji Public Service Commission to ensure continued success of this program.

  On that note, I would like to conclude by wishing all of you success in your career, and of course, good health!
